It seems the paced_sender only control the padding packets send rates

  1. After some learning, I found that the paced_sender only control the padding packets, which is different from the original webrtc, is that right?
  2. Does the congestion control just control the padding send rates?

What’s the motivation of this question? Just in case, we don’t help people who looks at mediasoup code to build another projects.

Yes, I am planning to build another SFU project, but still in preparing,
we modified the WebRTC code as a SFU before，it’s performance sucked.

Mediasoup has an beatiful architecture, learned a lot, thank you.
