Can we update docs and add a link to MDN RTCRtpEncodingParameters - Web APIs | MDN or add a new option sendResolutionDownBy to RtpEncodingParameters table?

No. sendResolutionDownBy is not used at all in mediasoup server side and that’s why it’s not documented.

If you mean mediasoup-client side, there we refer to W3C WebRTC API where such a field is documented:
